The page you came from may be using advanced features found in later versions of MS Internet Explorer and other late version browsers that can use Image Maps to link to various other pages.  Any version past IE4.0 should do just fine. (Which the vast majority of you are using, so the webmaster decided to include.)

The webmaster is using Windows XP currently. It has come to his attention that some users may be getting asked to upgrade their Visual Basic Controls, even if they have a version higher than Win98.  It is OK to keep your current controls, and ignore the update requests. Your current VB ActiveX Controls should work just fine under most circumstances...but it is suggested you use the latest Windows version possible, plus the highest browser software. If you wish to try a control upgrade, and you do not have the system CD the computer is requesting, then ignore/cancel, and return to the page you originated from. Whatever VB Controls you have available should function under most conditions. However, VB Controls you do not have available in your Windows operating system will not be visible. The operating systems with the least amount of requests for updated controls are Windows ME or 2000.

Mostly what the browser is seeking are newer, updated versions of MS Wordart, which has advanced in features since Win95, but which the webmaster thinks adds better graphic features to the site when available and he included when building pages with MS FrontPage.
